A bill is going to be presented to the US Congress allowing free monitoring of the telecommunications system by the Federal security agencies. The lead congressman, Albert, who opposes the bill is murdered. That accidentally gets taped by a nature observer. He is murdered and his friend whom he told about the murder too is murdered. But while on the run he meets Robert Clayton Dean (WS) a labor lawyer.
The corrupt politician, Reynolds (JV), who got the congressman murdered now ruins Robert's life using all the spyware available to the National Security Agency. Robert fights back with the help of an ex-NSA aide Brill (GH).
